1. DEFINITION OF HIS

Hassan and Zuhairy (2012)

An integration of clinical, administrative, and financial activities into a complex system. It is preceded by ‘total’ which indicates that the hospital has a complete and comprehensive system.

Consists of every transaction following a patient’s registration, medication collection, ward admission, appointment follow-up, etc. The patient’s health records are recorded electronically and represented by a specific ID.

VI. CHALLENGES IN IMPLEMENTATION OF HIS

Cost and budget required in the implementation phase

Issues such as culture, knowledge and skills, system quality, redundancy, and data abundance. If these challenges were not addressed from the start of the implementation, this may lead to project failure and hence a huge loss of investment by the government

Even when there is acceptance or adoption model done on a certain HIS after they went live, financial constraints leaves no room for improvement of the current HIS as a lot of cost was incurred for staff training

Issues on Senior staff who are reluctant on using HIS as they have the mentality that it is a waste of time. Most of them are not ready for changes and still prefer the manual workflow and documentation rather than using a computerized one which lead to low adoption and acceptance of HIS. Although every implementation of HIS is accompanied with extensive training, these resolutions may not always solve the issues

Lack of computer skills, complex tasks, and functions among healthcare staff have influenced the acceptance and adoption of HIS within an organization. However, most of the time, it is not lacking ICT knowledge or skills but rather the ignorance or lack of awareness on the advantages and benefits of HIS technology making the implementation of HIS difficult

Data redundancy may occur - impacts highly on data reliability as mistakes are prone to occur and the readings written down may not be the same as being entered into the HIS due to many unforeseen circumstances

System quality of a specific HIS is always related to its system performance - unpleasant interface together with a less user-friendly system interface highly affects the adoption and acceptance of that HIS

PhIS acceptance among staff may increase along with better user interface and more user-friendly of PhIS
